When the position becomes available, submit an online application with the City's Department of Human Resources (DHR) website at www.honolulu.gov/hr. Contact DHR at (808) 768-8536 if you have any questions about the status of your application.
Civil Service Written Examination
Applicants meeting the minimum qualifications will be scheduled to take a written examination. DHR will send an admission letter to the address provided on the application via U.S. mail of when and where to report for the City’s civil service written examination. Expect this letter about 7 days prior to the examination date. The examination is a timed, multiple-choice exam. It covers observation and memory, written communication/report writing, reading and understanding written information, and reasoning/analytical ability. DHR will mail examination results. Exams will be ranked by score and applicants will be placed on an eligibility list for 1 year. HPD will process applicants accordingly. Be sure DHR has current contact information. Applicants may reapply if they fail or miss the examination.
Orientation, PHS, PHQ
Selected applicants will be scheduled to attend an Orientation. The Personal History Statement (PHS) will be discussed in detail. Applicants will be taught how to complete it. The PHS will cover education, employment, previous residences, traffic and criminal history, and other aspects. HPD will conduct a thorough character and background investigation. Applicants will be given information on how to complete the online Personal History Questionnaire (PHQ).
PHS Return
Applicants will return their PHS during the scheduled dates. They will meet with a Career Center staff member who will review and, if satisfactorily completed, accept the PHS. Applicants will be given a packet containing their results from the PHQ. The packet shall be completed and brought to the clarification interview.
Clarification Interview
Applicants will be scheduled to meet with a detective for a clarification interview. During this interview, the responses to the PHS will be reviewed in detail. In addition, traffic abstract, criminal history, and education history will be discussed. Background checks will be conducted throughout the selection process.
Applicants will be required to attend and pass the Physical Trainability Test (PTT). The PTT is a pass/fail test. All events must be passed in order to advance in the selection process.
Pre-Offer Psychological Test
Applicants will be scheduled to take the pre-offer psychological test. It is a written test.
Oral Assessment
A panel interview may be conducted and applicants will be ranked.
Selection
The Selection Committee will meet to discuss each applicant. The comittee consists of the Human Resources Division major, captain, lieutenant, detectives, and civilian staff.
Conditional Offer of Employment
Selected applicants that pass the strict standards of HPD will be given a conditional offer of employment.
Post-Offer Psychological Test
Applicants will be scheduled to take the post-offer psychological test. It is a written test.
Applicants will be scheduled for an interview with one of the HPD's licensed psychologists. All issues of concern will be discussed in detail.
Truth Verification Test
Applicants will be scheduled to take a truth verification test. The polygraph examiner will discuss issues of concern with you prior to the test.
Medical Examination
Applicants will be scheduled to take a medical examination. This examination is conducted by the City's Health Services personnel. Contact Health Services at (808)768-8590 with any questions about the medical requirements.
Re-Applying
If you are not selected you may re-apply during the next application period.
